SVC Chaos has been emulated

It now works in MAME, Nebula and Kawaks (all hacked versions). Doesn't yet work in NeoRageX that I know of.

How do I get this to work with MAME32? It does not show up at all in the list.

I tried the latest NeoRAGEx and it freezes once the match starts.
