Did you make sure that fullscreen and...Uh...Render to window something, isn´t both checked? Because that creates an error. Only one of each at a time will work.
Now now...Let´s not jump to conclusions. I don´t know that well how the emu works with ATI now, i used to have it..But i think it should work well. If it worked fine with me back then, it should work fine now.
ATI's OpenGL support leaves much to be desidred at times, but it's not that bad. Suggesting that having an ATI card to begin with is the root of the problem is just ignorant and narrow-minded.
