ROMs are illegal; they be downloaded, dumped, backed up, etc.. if you have a ROM of a commercial games it is illegal. Ask the big 'N', sega or, amazingly enough, atari.
Actually, I believe ROMs or other types of image that you have made yourself are classified as legal backups. It goes from legal to illegal once you give those backups to someone else. But if you still have the original, you have the right to make a backup copy.

I wonder where people get the false idea that "if it's free, it's not illegal". That's not how "Fair Use" reads, which is the basis behind most people thinking concerning the legal issues of ROMs, as I have already pointed out. Unlike the "24 hour rule", "if you aren't selling it, it's legal" (by itself with no other attached issues or stipulations) is not mentioned anywhere except among forum members.

Showtime, get your facts straight. Distributing copyrighted material without the copyright holder's permission is illegal in most countries. Just because you do so without commercial gain in mind does not mean it's suddenly okay. Also, you'd do well to remember that a person's nationality bares no relevence to their level of intellegence.
