Is There Anyway To Have An HQ Filter For Your Desktop And All Of Windows?

I was wondering if there is a program that can apply an HQ filter for all of Windows. Like the desktop, icons, and other things in windows. I read that a DirectX program called DXtweaker, can do something like this but I don't understand how to use it. I didn't know if anyone knew of other programs that can do this.

Why do you need that? If your using a decent resolution and high quality icons and desktop background you shouldn't need to double and shrink all the pixels. Usually the point of an HQ filter is to improve very low resolution 2D textures and sprites applying it to anything else wouldn't really make a noticeable improvement. It would probably do some weird things to your fonts as well. Anyway I'm not sure if there is something like that available but there might be. I believe it would have to actually be written into the OS though but I could be wrong.
