npc's to be playable

I have recently been playing Legacy of Goku 2, and was wondering if it would
be possible to replace the original characters with npc characters
Like say, Goku into Perfect Cell or edit Goku's sprites into Gokule (Budokai 2) The new character would have the same moves as the original but I dunno how that will work...and I really want to be able to use Perfect Cell to replace Goku
I have a tried a Hex Editor and some other graphics tools but I have been
unsuccessful...
I have been looking for a LOG2 Rom Editor for some time now
and I can't seem to find any!
Any links and/or help would be greatly appreciated!
Sorry if it is confusing, I have wanted to edit LOG2 characters for a while now...

You might want to check out the ROM Hacking community over at Acmlm's Board. They specialize in the kind of thing you're trying to do.
