When I try to load it, it keeps saying

I am using Jabo's Direct3D8 1.6 for video, Jabo's DirectSound 1.6 for sound, and Jabo's DirectInput7 1.6 for keyboard input. This problem happens after Princess Peach asks the star that appear when she wished for help, and ask it to take the Star Good luck thingy to Mario, and then she goes out to the balcony, and asks where could Mario be.

The "Paper Mario (E) (M4)" rom is definitely broken. Find a different version.
I was having the same problem, and updated directX and my video drivers and switched from Jabo's Direct3d8 to Glide64 Wonder Plus (the latter works perfectly with motion blur and sparkle and no background flicker in paper mario). I could not resolve the problem. Luckily, your save files will probably work with whatever new version of the paper mario rom you get, saving you that hour and a half of gameplay. (mine did at least ... project64).
happy hunting for that elusive non-broken rom!
