Paper Mario garbage graphics

I've been seeing some garbage on screen playing Paper mario when during certain events. for instance, in the opening sequence when Bowser breaks the seal on the star rod with his fire breath, there is a white square around his head. and when he traps the Star Spirits in the cards, there are yellow squares around them.

I tried using Rice's video plugin, which got rid of most of the garbage, but some of it still remains. I tried downloading version 6.1.1 but everytime I get errors saying to redownload it because files are missing.

cpu is amd athlon 3800+ dual core 2.01 ghz
2 gb ram
graphics card is a geforce 7600 GT
