Kirby save state->native problem

I have a save state at the save select screen with 1 file, at 79%, Dark Matter beaten. I can do a "synthetic restart" by beating Dark Matter, and in this case after restarting the save select screen will come back up with the 79% file. If it matters, this save state was created naturally, i.e. starting from scratch on this copy of the ROM, using the current copy of the emulator and plugins, without changing PC's etc.

However, if I restart using System->Restart (F1) or by manually stopping/restarting, and do not load a save state, the save select screen comes up empty (no files even started.) Nothing I do in the saved state seems to force a native save.

If I start a new game without loading a state, and create a new game without entering it, then restart the emulator, then upon reentering the save select screen the new game is still there (at 0%, but it's there.)

The ROM is certified as "Kirby 64 - The Crystal Shards (U) [!]" by GoodN64. It is a .z64.

I'm not sure if Kirby uses the MemPak; it's enabled in any case. There are 95 blocks free.
